Strikes reported after announcement
Ukrainian President Volodymyr Zelensky said Russia had hit six Ukrainian energy sites since US President Donald Trump announced an energy ceasefire on Sunday. Ukraine says strikes continued despite the announcement that energy infrastructure would not be targeted.
Zelensky seeks US enforcement
Zelensky said it was “news to him” that a truce was in effect when Trump announced it. He nevertheless backed the proposal as a “major step toward ending the war,” conditional on the Americans ensuring Russia respected the energy ceasefire.
Asked about the ceasefire on Monday, Trump said the sides agreed “because I said you agree” and added that the war “has to get settled”.
Energy attacks have intensified
Ukraine and Russia have exchanged strikes on energy infrastructure for months, disrupting supplies on both sides. Moscow says the installations it targets support Ukraine’s military operations; Zelensky has described Ukrainian attacks inside Russia as an effort to reduce Russia’s ability to finance the war.
BBC Verify recorded 273 strikes on Russian-controlled oil and gas facilities in 2026, compared with 124 over the same period in 2025. Its analysis found that both sides had increased attacks ahead of winter.
